Landscaping & renovation in Dubai
From Nakheel and Emaar communities to standalone freehold properties, Dubai has the widest range of project types among the seven emirates. Almost every community has a different approval authority before you can start.
Approvals required
- 1A no-objection certificate (NOC) from the developer or community management
- 2Submission through the Dubai Municipality building permit system
Constraints to know about
- • The contractor must be **on Dubai Municipality's unified contractor register** — Law No. 7 of 2025, which lists landscaping explicitly, with a compliance deadline of 8 January 2027.
- • Jurisdiction follows the community, not the emirate — after a Nakheel NOC, submission goes to Trakhees rather than the municipality system.
- • Nakheel villa extensions require at least **30%** of the plot area (excluding the building) to remain soft landscape, with pools counted as hardscape.
- • A pool counts as **hardscape** in required soft-landscape ratios, which reduces the area left for planting.
- • This is the item most often built without a permit — and the one most often fined and demolished.
- • The added area counts against the plot's permitted built ratio.

The unified contractor register is not paperwork
Under Law No. 7 of 2025, any contractor working in Dubai — landscaping is listed explicitly — must be on Dubai Municipality's unified contractor register, with a compliance deadline of 8 January 2027. So when you're choosing a contractor, the first question isn't price — it's whether they're registered at all.
Jurisdiction follows the community, not the emirate
Nakheel communities — Al Furjan, Jumeirah Park, Jumeirah Islands — need a Nakheel NOC first, and submission then goes to Trakhees rather than the standard municipality system. Emaar and Damac communities follow the direct municipality route. Free zone and coastal areas like Dubai Marina have an entirely separate Trakhees track. Mixing these tracks up is the most common cause of permit delays we see.
Nakheel specifically has strict planting requirements
Nakheel villa extensions require at least 30% of the plot area — excluding the building — to remain soft landscape, and a pool counts as hardscape in that calculation. So if you're placing a large pool, the required planting area is measured against what's left, not the whole plot.
Areas we serve
Al Furjan, Jumeirah Park, Jumeirah Islands, Dubai Hills, The Springs, The Lakes, Nad Al Sheba, Al Barsha, Mirdif, and independent freehold communities across the emirate.
What drives cost specifically in Dubai
High land values push hardscape quality expectations higher — natural stone instead of cast concrete, finer pool finishes. And developer approval can take longer than the municipality's own review in some communities, so the real timeline is set by the slowest authority, not the fastest.
